What Does L.I.C. Stand For?


L.I.C. stands for Local Improvement Charges. It's the cost of the new water and sewers that the town has had installed along the lake shore. You can read more about the water & sewers project below.

L.I.C. are included in the taxes of these homes and can either be paid in full, or prorrated over 20 years and paid yearly with your taxes. More information about how these costs are broken down can be found in the newsletter below.

Construction for the water and sewer project began in 2003 and is now complete. Water and sewers are ready for hookup for a large number of land and homes along the lake shore from Orchard Beach to Jackson's Point.

Quick facts for homeowners as outlined in the Newsletter

-- Fire hydrants will go into operation at the same time that water service becomes available to your street. This means reduced fire and insurance premiums for many property insurance holders. Contact your insurance company today for more information.

-- The town has constructed a water service pipe and a building sewer (aka service laterals) to your front property line, it is your responsibility to hire a licenced plumber or licenced drain contractor to extend the waterline and building sewer to home and this is done at your own cost.

-- You must obtain a plumbing conversion permit from the town before installation of the waterline and building sewer. The town will waive the plumbing permit fees for this work until December 31, 2007.

-- You must have your installation inspected after completion. Once inspected a final approval is required by the plumbing inspector before the water can be turned on to the property. Then it is required that you contact Neptune Metering within 2 weeks of aproval at 1800-667-4387 to arrange for installation of a water metre, else you will be billed a flat rate water bill which can be equal to 3 times an average bill.

-- Property owners must remember to abandon wells that are no longer in use. It is required that you either have them filled with sand or demolished and backfilled by a well driller or technician with a current licence issued by the Ontario Ministry of the Environment. The Lake Simcoe Region Conservation Authority currently provides grants of up to $1,500 to assist homeowners with this cost. There is a leaflet from the Conservation Authority included with the newsletter. Call our office for a copy 905-476-4337.

-- The cost for the water and sewer project once federal and provincial subsidies are deducted, is paid by the property owner. The cost to property owners is $105 per foot of property frontage, to a maximum of $15,750 plus $3,800. Payment arangements are to be made by May 15 2006 either in full or paid over time with your taxes. The factor to convert your total cost to annual payment for 20 years is 0.088.
